Recognition
The test is a language proficiency assessment under FCL.055 (EU Regulation 1178/2011). You take the “ICAO Level” test of the language testing body LTB 112, certified by Austro Control – conducted by examiners on Austro Control’s official list.
Since Regulation (EU) 2019/1747, EASA member states mutually recognise such assessments. Your level is entered by the authority that manages your licence. Choose your country to see what that means for you.

Level 4, 5 or 6
The ICAO scale has six levels. To use English on the radio you need at least Level 4. The higher your level, the less often you need to be re-assessed.

Even with a very strong performance, the maximum is Level 4.

Content
The test assesses how confidently you communicate in English – not your technical knowledge. There are no right or wrong answers to the questions.
An accent is fine – what matters is that you are easy to understand.
Basic grammar is solid; errors don’t change the meaning.
Enough words for familiar topics – and paraphrasing when one is missing.
Appropriate pace, few disruptive pauses, suitable linking words.
You understand even with accents or unexpected turns of events.
You respond appropriately, check and clarify, and resolve misunderstandings.
Based on the ICAO Rating Scale (Appendix 2 to Part-FCL, ICAO Doc 9835). Your overall level is the lowest of the six individual ratings.

The LBA only lists testing bodies and examiners it has approved itself. Our tests are run via the language testing body LTB 112, which is certified and supervised by the Austrian Austro Control GmbH – and our examiners are on its list, too. Such EU assessments are recognised in Germany on application.
