The ICAO scale runs from Level 1 to Level 6. Level 4 is called Operational. If you reach Level 4, you can communicate safely in English on the radio. For pilots of aeroplanes, helicopters, airships, powered-lift aircraft and – since February 2026 – gyroplanes, Level 4 is the required minimum under FCL.055.
Important: Level 4 does not require perfect English. Grammar and pronunciation errors are acceptable as long as the meaning stays clear and misunderstandings get resolved.
What is expected at Level 4
You are assessed on six criteria. For Level 4, every single criterion must reach at least Level 4:
- Pronunciation: your English may sound like your first language. What matters is that you are understood.
- Structure: tenses, plurals and prepositions are mostly correct. Errors occur but rarely change the meaning.
- Vocabulary: enough words for general and aviation topics. If a word is missing, you paraphrase.
- Fluency: an appropriate pace. Spontaneous speech may falter as long as communication doesn’t suffer.
- Comprehension: on familiar topics you mostly understand accurately. With complications, you ask back.
- Interactions: you respond appropriately, ask for clarification and resolve misunderstandings.
Asking back is not a mistake: a clear “Could you say that again, please?” shows exactly the interaction the criterion is looking for.
How long is Level 4 valid?
Level 4 is re-evaluated every 4 years under FCL.055 (c). The expiry date is shown in the language endorsement on your licence. You can take your next test at any time – well before expiry, too, and also aiming for a higher level. More about validity
Level 4 only or the open 4–6 test?
You can reach Level 4 in both tests. The difference lies in the difficulty and the maximum result:

Our recommendation: if you feel unsure or definitely only need Level 4, Level 4 only is the more relaxed choice. If you are comfortable in English, the open test is worth it – you risk nothing, because you still receive Level 4 there if your performance matches it.
How to reach Level 4 safely
- Answer in full. One sentence is too little – four to five sentences per question give the examiner enough to assess.
- Ask back. If you don’t understand a word, ask – it counts in your favour.
- Paraphrase instead of falling silent. “The thing that shows the wind direction” beats a long pause.
- Read back numbers precisely. Heading, altitude, squawk and call sign in the right order.

Frequently asked questions about Level 4
Is Level 4 enough for professional pilots?
Legally yes – FCL.055 requires at least Level 4 for all licences. Some employers prefer a higher level; if in doubt, ask your airline or flight school.
Can I fly internationally with Level 4?
Yes. Level 4 is the worldwide ICAO minimum standard for radio communication in English.
What if I don’t reach Level 4?
